Chelsea ‘Chelly’ Gilligan (born May 27, 1992) is an American model and actress. She is best known for being named Miss California Teen USA in 2009. Chelsea Gilligan is the daughter of Roger & Lynn Neal.
Prior to her reign, Gilligan traveled with her family raising money for those with Multiple Sclerosis, giving away power chairs and speaking to teens all over the state of California. In 2008 Chelsea and her family gave away $91,000 dollars in power chairs.
Chelsea was on the cover of Bliss Magazine for August, 2010. She has appeared on several television programs. In 2010 she appeared on Nicekelodeon’s Big Time Rush as a Pageant Girl, and also on the pilot of Glory Daze. In 2011, she guest starred in an episode of Victorious with fellow Smartasses 2011 Top 100 Sexiest first-timer Victoria Justice; as a ‘Scene chick’ on an episode of Friends With Benefits, and lastly with yet another Smartasses 2011 Top 100 Sexiest first-timer Lyndsy Fonseca on The Rebound Girl episode of How I Met Your Mother. Chelsea was also featured as Smartasses.net’s “April-May June” 2012 Hot Chick O’ The Month.

This Miss Teen USA contestant from California, may have been the second runner up in 2009 for the Miss Teen USA crown, but she was our highest ranking pageantress in 2011… in her first year on our list, in her first year of eligibility for our list.
